Floyd County Temporary Redistricting Commission members Mike Staudt, Susan Nelson, and Brian Bierschenk have called for a public hearing on November 29, 2021 at 5:30 p.m. in the District Courtroom of the Floyd County Courthouse for the purpose of gathering comments on the preliminary proposed voting precinct plan resulting from the 2020 Census. Copies of the legal descriptions of the plan, map illustrating the plan, a summary of standards prescribed by law for development of the plans and a statement of the population of each precinct are available at the Floyd County Courthouse, in the Floyd County Auditor's office, 101 S Main St, Charles City, IA and also on the Floyd County website. Members of the public may offer oral or written comments to the Auditor's office prior to the hearing or present them at the public hearing. Members of the public are allowed to present alternative plans.
The responsibility of the Commissions is to recommend Floyd County voting precincts, with the exception of the city of Charles City due to the population of the city being over 3,500. Charles City Council will determine its precincts. Once voting precincts are approved, the Iowa Secretary of State will engage the Iowa Legislative Services Agency to draw supervisor district boundaries, pending Board of Supervisor approval.
Floyd County is a Plan Three County. In Plan Three counties, members of the board of supervisors are elected by supervisor districts and the supervisor must live in their respective supervisor district. The supervisors must establish a temporary redistricting commission which will draw precinct boundaries. The Legislative Service Agency will draw supervisor district boundaries.
All precincts in all counties in Iowa must meet the following standards:
- Precinct population cannot exceed 3,500
- Precinct must lie within one legislative district
- Composed of contiguous territory
- Follow census block boundaries
- Townships as precincts
- Each township that does not include any part of a city with a population over 2,000
- The unincorporated portion of any township, containing a city with a population over 2,000
- If townships are divided into more than one precinct, the sections must be reasonably equal in population.
- Exclude city annexed territory
